(COMMISSIONS of Enquiry of one kind and another, from the Royal Commission on Espionage in Australia to the Commission of Inquiry relating to the Paraparaumu air crash, have been so much in the news lately that many ordinary citizens must be wondering about the differences between them. Why is one form of Commission set up to do one job and another form to do another? What is the machinery through which a Commission is set up? How are its powers limited? In what. circumstances is the Court likely to affect its proceedings?
