[Every person who, on January 1, 1944, owns or has in his possession or control any steel in the form of billets, blooms, slabs, joists, angles, channels, tees, plates, circles, rails, track material, flats, rounds, squares, hexagons, or octagons, shall, if on that date that steel amounts in the aggregate to not less than one ton, furnish to the Ministry of Supply (Steel Control), a return showing the sizes, qualities and weights (either calculated or actual), of all such steel so owned, possessed, or controlled by that person on that date," states a notice issued by F.
