IONEL SCEATS, production supervisor at Station 4ZB, Dunedin, is the first representative of the Broadcasting Services to win a Public Service Administration Scholarship under the scheme inaugurated last year by the Government to train selected members of the Public Service for higher administrative posts. Eight Administration Scholarships were awarded last year, and eight this year. They have a value of £170 per year; and are tenable at Victoria University College, Wellington, where the successful candidates take a_ special course under Professor L. M. Lipson, working for a Diploma in Public Administration. The scholarship is open to all members of the Public Service, and the winners return to their departments during the long University vacation. They must give an undertaking to remain in the Public Service for five years after they have completed their course. Mr. Sceats, who graduated Bachelor of Arts at Otago University, was formerly. a teacher at the Wellington Technical College. In Dunedin he was an announcer at 4YA for three years, but joined the staff of 4ZB when that station opened in 1937. He was appointed production supervisor in 1938. He ‘is known to Dunedin listeners through several sessions, including "Slaps and Claps," and a historical session dealing with the early days in Otago. G. J. Skeats, a former high jump champion of New Zealand, who is on the teaching staff of Waitaki Boys’ High School, is his brother. While Lionel Sceats is absent, his production duties are being undertaken by Barend Harris and his announcing duties by Jack Bremner.
