Meridian Energy's joint irrigation and hydro-generation proposal will divert 70 percent of the Waitaki's average annual flow into a 60-kilometre canal on the south bank of the river. Water from Project Aqua would run through six power stations about 10 kilometres apart. They are similar in scale to the canals built as part of the upper Waitaki scheme and are estimated to cost $1.2 billion.
