Looking across the sands of the Whangapoua Estuary towards Rakitu (Arid) Island on the eastern coast of Great Barrier Island. These areas were the core of a 1991 proposal to create a marine reserve. Now they are part of a greatly extended proposal covering 52,722 hectares and extending out to the 12-mile territorial limit.
