Mr. Lee pursuant to notice moved that the Speaker leave the Chair and the House resolve itself into a Committee of the whole for consideration of the Provincial Waste Lands Bill. On the Speaker resuming the Chair the Chairman reported the Bill with amendments. Report adopted. On motion of Mr. E. J. Wakefield Bill read a third time and passed. Title of the Bill read and agreed to. Mr. E. J. Wakefield and Mr. Crompton were deputed to present the Bill to the Legislative Council. Mr. Travers gave notice that to-morrrow he would move that a respectful address be pre" sented to His Excellency the Officer administering the Government, praying that the recommendations of the Committee on Secondary Punishment relative to the appropriation of a portion of the earnings of convicts be appropriated to the benefit of such convicts, and generally be embodied in any regulations to be made under the authority of the Secondary Punishment Act, 1854.
