O'LEARY To all to whom these presents shall come, and to the Honourable Sir Harold Featherston Johnston, K.C. Whereas it has been deemed expedient that a Commission shall issue to inquire into the circumstances relating to the releasing of information to the public regarding the recovery of the bodies and the finding of the Electra aircraft " Kaka," ZK-AGK, on Mount Ruapehu, and particularly to inquire whether there was any undue or improper withholding of public information or restrictions placed on Press representatives, and if so upon whose directions : Now, therefore, I, Lieutenant-General Sir Bernard Cyril Freyberg, the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred upon me by the Commissions of Inquiry Act, 1908, and of all other powers and authorities enabling me
