Paragraph 4 contemplates that in certain cases the United Nations might require certain of its Members, in the interests of peace and security, to take economic action of a type contrary to the 1.T.0. Charter. In such an event the action of the Member would not be called into question by 1.T.0. Article 87 : Relations with other Organizations The Organization will make arrangements with other specialized agencies in the economic field in order to ensure effective co-operation and the avoidance of any duplication of activities. Paragraph 4of the Article gives the Conference of 1.T.0. power to make agreements with other inter-governmental organizations for the transfer of certain of their functions to the 1.T.0., or, in appropriate cases, for the incorporation of any other inter-governmental organization as a whole into the 1.T.0. Article 88 : International Character of the Responsibilities of the DirectorGeneral, Staff, and Members of Commissions The Director-General and staff must not, in the carrying out of their functions, be influenced by any Government or other authority external to the 1.T.0. Conversely, Members are required to respect the international character of the responsibility of the staff. Article 89 : International Legal Status of the Organization This Article endows the Organization with such legal capacity as it needs to exercise its functions. Article 90 : Status of the Organization in the Territory of Members This Article provides for the Organization, its officials, and the representatives of Members of the Organization to enjoy the normal privileges and immunities accorded to international organizations. These privileges and immunities will be set out as an annex to an agreement already in force among Members of the United Nations. Article 91: Contributions Every Member is required to pay its share of the budget to the Organization promptly. Any Member whose contributions are more than two years in arrear shall have no vote in the Organization unless the Conference is satisfied that the failure to pay is due to conditions beyond the control of the Member concerned.
