And I further direct you to consider wlietlier in the circumstances any of the costs of your inquiry or the costs of any person made party to the inquiry should be borne by any individuals and if you think fit so to do to make provision for citation of parties and to make orders for payment of costs accordingly, pursuant to the powers conferred by the Commissions of Inquiry Act, 1908. And using all diligence you are required to report to me within thirty days of the date hereof your findings and opinions on the matters aforesaid together with such recommendations as you think fit to make in respect thereof.
