In the above table most individuals are included more than once, some of them having been subjected to more than one type of care cited prior to admission to the institution. For instance, 22 inmates had previously been both under the care of a Child "Welfare Officer and on probation, while 8 had been under the care of a Child Welfare Officer, had been inmates of the Boys'" Training Centre, and had been under probation before being committed toBorstal. It is interesting to note that 28 inmates had previously been committed to the Boys' Training Centre at Levin and that 21 of those admitted during the year had previously served, a term in Borstal. The indication here is that certain youths need a longer time to stabilize, and should perhaps have been kept under control for a longer period in the first instance.
