In order to carry out the work necessary for this plan the Committee has set up a special Transport Co-ordination Council, which is charged with the preliminary inquiry work and the making of recommendations to the Committee of the steps to be taken and the machinery to be set up to give effect to this policy. 51. Competition between Railways and Coastal Shipping.-In response to representations from the New Zealand Shipowners Federation, the Hon. the Minister of Transport appointed a Committee of Inquiry during the year with the following order of reference "To make inquiries generally regarding competition between the railways and coastal shipping and the desirability in the national interest of controlling such competition and the methods to be adopted for such control." , The Committee comprised the Assistant Commissioner of Transport, the Commercial Manager of the Railways Department, and the President of the New Zealand Shipowners' Federation. The report oi the Committee is at present under consideration. 52. New Regulations : Changes in Transport Law in New Zealand.—The following are the principal enactments passed during the period Ist April, 1944, to 31st March, 1945 : Warrant of Fitness Emergency Order 1944, No. 2 (Serial No. 1944/168) This Order eliminates the previous provision by which the warrant of fitness for a private car used for over 2,000 miles of road within six months from the date of issue of the warrant remains in force for onlv six months. Therefore, all private car (as distinct from business car) warrants of fitness now remain m force for twelve months. Motor-vehicles Registration Emergency Regulations 1942, Amendment No. 2 (Serial No 1944/ SO) Ihese regulations provide for a special license sticker "8.C." for business cars. Ihese regulations effect alterations m the annual premiums for motor-vehicles following the annual review of the insurance experience carried out by the Department. Lighting Restrictions Revocation Emergency Regulations 1944 (Serial No. 1944/108) regulations revoke all lighting restrictions and Orders imposed as a result of the war emergency.
