Commissioner are not made in a haphazard fashion, and it is only after careful consideration of the relative merits of applicants that decisions are made. The Commissioner conveys to the Board his reasons for the selection of the appointee instead of the appellant. If reasons could be given for the alteration of the Commissioner's decision, it would certainly be helpful as a guide to future appointments. Leave op Absence for Educational and Training Purposes.
