REPORT (ABRIDGED) OE THE CHANCELLOR OF THE UNIVERSITY OF OTAGO. In accordance with the provisions of the University of Otago Ordinance, 1869, I have the honour herewith to submit a report 011 the proceedings of the University of Otago for the year ended the 31st December, 1931. The Council.—During the year Mr. J. S. Douglas, who had worthily represented the Dunedin City Council since 1922, resigned his seat. The vacancy was filled by the appointment of Mr. F. W. Mitchell, who is already displaying a lively interest in the activities of the University. The Teaching Staff. —On the teaching side various changes have occurred, involving the loss of valued members of the staff. The Mining School has lost the services of Professor Park, who was appointed Professor of Mining in 1901, and who has carried on his duties continuously with great ability for thirty years. The post of Professor of Mining and Dean of the Mining Faculty has been filled by the appointment of Dr. A. R. Andrew, a graduate of the University of Otago. Another tried and valued Professor to whom the University has said farewell is Dr. Riley, Professor of Gynaecology and Midwifery, who has retired after twenty-two years' service. As indicated in my last report, the teaching of obstetrics is now being extended, and, owing to the generous gift of £25,000 made to the University by the New Zealand Obstetrical Society, it has been possible to appoint a full-time professor. The gentleman appointed to this important position is Dr. J. B. Dawson, of Adelaide. The Commerce Faculty has sustained a heavy loss through the resignation of Mr. G. W. Reid, who has been lecturer on Book-keeping and Auditing since the inauguration of the Commerce Faculty in 1912 and has been Dean of the Commerce Faculty for a considerable period. The work previously undertaken by Mr. Reid has now been divided into two parts : Mr. A. Thomas, M.Com., has been appointed Lecturer on Book-keeping, and Mr. L. D. Mclver, Lecturer on Auditing. In the Law Faculty, too, changes have occurred, and I deeply regret that I am obliged to record the death of Mr. William Grant Hay, LL.M., a distinguished graduate of the University, who was Lecturer in Jurisprudence since 1905. A further change has been occasioned by the resignation of Mr. H. E. Barrowclough, LL.B., Lecturer in Evidence. Mr. A. C. Stephens, LL.M., previously Lecturer in Contracts, has been appointed Lecturer in Jurisprudence ; Mr. J. B. Thomson, LL.B., Lecturer in Contracts, and Mr. J. P. Ward, Lecturer in Evidence. Finance. —The year through which we have passed has been a most difficult year in the matter of finance. Owing to the serious economic depression, the University was unable to collect a very large proportion of its rents, and all Government grants were reduced by 10 per cent. This loss was to a considerable extent made good by a reduction of 10 per cent, in all salaries ; but if the Government had insisted on reducing its grants by the amount saved in salaries the position would have been rendered impossible. I wish to record my appreciation of the reasonable manner in which the Government met the University in the negotiations concerning the reduction of grants.
