With reference to my predecessor's despatch, Dominions No. 402, of the 22nd August, on the subject of the Treaty of Commerce and Navigation with Poland, I have the honour to request Your Excellency to inform your Ministers that His Majesty's representative at Warsaw has reported that the Polish Government propose to pass a law whereby Customs duties on goods imported from those countries with whom Poland has not concluded a commercial treaty may be increased by 100 per cent.
