We should be failing in our duty if we did not place on record a tribute to the work of our secretary, Dr. E. Marsden, Assistant Director of Education. We regard ourselves as singularly fortunate in having had the benefit of his services. Dr. Marsden was formerly Professor of Physics in Victoria University College. His knowledge of University life and work were especially valuable. He has proved himself a most capable secretary, active and energetic in making 5 the necessary arrangements for the meetings of the Commission, and indefatigable in the collection and systematization of the voluminous evidence taken. But for his energy arid forethought it would have been impossible in so short a time to complete the task assigned to us. 111 conclusion, we beg to submit the above report for Your Excellency's consideration.
