I have the honour to acknowledge the receipt of the Duke of Devonshire's despatch, Dominions No. 11, of the 10th January, forwarding an extract from the Summary of Proceedings of the Imperial Conference (Cmd. 1987) containing a resolution agreed to by the Conference as to the procedure to be observed in the negotiation, signature, and ratification of international agreements. 2. My Ministers advise me that the New Zealand Government agrees to accept the recommendation that the procedure set out in the resolution should be followed in these matters. With reference to the Duke of Devonshire's despatch, No. 21, of the 19th January, relative to the Customs Formalities Convention, I have the honour to confirm my telegram of the 18th March, intimating that my Government desires to adhere to the Convention on behalf of New Zealand and Western Samoa, and stating that the High Commissioner for New Zealand will be asked by telegraph to arrange the necessary formalities in consultation with the Colonial Office.
