I have the honour to forward herewith the Fourth Annual Report on the; Mandated Territory of Samoa for the year ended the 31st March, 1924. This report has been prepared by His Excellency the Administrator of Samoa and adopted by the New Zealand Government as its report for the purposes of Article 6 of the Mandate. A copy of this report has been forwarded direct to each member of the Permanent Mandates Commission, and, as requested by the Council of the League at its meetings on the 12th and 13th December last, one hundred additional copies have been despatched to you direct under separate cover.
