As regards marine boilers, my Ministers state that these are generally granted pressures according to the Board of Trade regulations. An exception, however, is made in the case of cargo-carrying steamers built abroad. In this class of vessel having boilers built under the supervision of Lloyd's, the boilers are granted the pressure permitted by Lloyd's rules, which pressure is usually in excess of that which would be allowed by the Board of Trade rules. 4. Marine boilers built locally under the supervision of the Marine and Inspection of Machinery Department of this Dominion are required to have a minimum factor of safety of 5 for the shell plates, because the material of which these boilers are made, as a rule, is not specially inspected by a Board of Trade Surveyor.
