No. 10. New Zealand, No. 90. Sir,— Government House, Wellington, 23rd March, 1917. I have the honour to acknowledge the receipt of your predecessor's despatch, No. 836, of the 20th October last, transmitting copies of His Majesty's Proclamation of the 7th September with regard to claims by British subjects residing in the United Kingdom, or any country or place outside His Majesty's dominions and protectorates, against enemy Governments and enemy persons, and the mandatory return of British property in enemy territory. 2. My Ministers have taken steps to have the substance of the aforementioned despatch and enclosures thereto published in the form of special regulations under the War Regulations Act, 1914. With reference to my despatch, No. 68, of the 16th February, I have the honour to transmit to you the accompanying copy of a memorandum addressed to me by the Acting Minister of Finance, to which is appended a statement showing contributions by the people of New Zealand to various war funds during the month of February, 1917. Enclosure. Minister's Office, Finance Department, Wellington, 22nd March, 1917. Memorandum for His Excellency the Governor. I have to advise Your Excellency that the sum of £13,422 55., being New Zealand's contribution V for the relief of poor in Belgium under the Government scheme, for the month of February, has been transmitted by cable to the High Commissioner. This is £1,577 15s. less than the amount usually remitted monthly, two of the districts having contributed less than their quota to the scheme.
