General. Office, draughting, and field staffs have been kept very busy during the past year, and a considerable amount of engineering and section surveys have also been made. The attached plan shows the present position of operations, and no effort is being spared to give effect to the Government's policj' of making swamp lands available. My thanks are due to Mr. R. G.
