Nos. 11l and IV, being the Post and Telegraph and Working Railways Departments respectively, are what are known as the classified Departments, and do not come within the scope of our inquiry. The grouping of the minor Departments under the main Departments is in some cases more nominal than real, the heads of the main Departments having in many instances very little, if any, control over the heads of the minor Departments.
