Enclosure. Prime Minister's Office, Wellington, 26th February, 1912. Memorandum for His Excellency the Governor. The Prime Minister presents his compliments to His Excellency the Governor, and begs to acknowledge receipt of Government House despatch 11/635, covering copies of the Treaty of Commerce and Navigation between the United Kingdom and Japan, and an inquiry from the Secretary of State for the Colonies as to whether this Dominion desires to adhere to the treaty. The matter has been carefully considered, and it lias been decided not to adhere at present. The Government House despatch is returned herewith. J. G. Ward, Prime Minister.

Robin, of the New Zealand Staff Corps, has been selected to represent New Zealand in the Oversea Section of the General Staff at the War Office, London, and that this officer will leave the Dominion on the 26th April, arriving in England about the middle of June. The Prime Minister presents his compliments to His Excellency the Governor, and begs to inform him that Colonel A. W. Robin, C.8., C.M.G., T.D., of the New Zealand Staff Corps, has been selected to represent New Zealand in the Oversea Section of the General Staff at the War Office, London.
