With reference to your despatch, No. 124, of the 15th of September, I have the honour to transmit to you, for the information of your Ministers, the accompanying copy of a despatch from His Majesty's representative at Berne on the subject of the accession of the Dominion of New Zealand to the international convention prohibiting the use of white phosphorus in the manufacture of matches. I have now the honour to enclose copy of the circular note which the Swiss Government have addressed to the other countries who are parties to the convention, notifying the accession of New Zealand.
