I have the honour to transmit to you, for the information of your Ministers, the paper noted below on the subject of Imperial legislation in connection with the Pelagic Sealing Treaty. I have, &c, L. Enclosure. Sir,— Foreign Office, 9th September, 1911. I am directed by Secretary Sir E. Grey to acknowledge the receipt of your letter (27954/1911) of the 31st ultimo, and to inform you, in reply, that steps are being taken to introduce legislation into Parliament in connection with the recent Pelagic Sealing Treaty. As soon as the Bill now under preparation has been revised, copies shall be forwarded to your Department for communication to the New Zealand Government. I have, &c, Louis Mallet.
