No. 89, of the 28th July last, enclosing a memorandum from your Prime Minister covering a communication from the executive of the friendly society of the Order of Papawharanui the First, Ngapuna, relating to the death of His late Majesty King Edward VII and the accession of His Majesty King George V. In continuation of my despatch, No. 189, of the 31st Augiist, 1 have the honour to transmit to the accompanying copy of a despatch from His Majesty's Ambassador at Paris, on the subject of the regulations under the convention of the Ist December, 1909, for the exchange of money-orders between France and New Zealand. 2. Your Ministers will observe that the French copy of the regulations had not been received up to the 31st of August by the French Ministry of Public Works, Posts, and Telegraphs. I have, &c, CREWE. I have the honour to transmit to you herewith copy of Monsieur Pichon's reply to the communication which 1 addressed to him in accordance with the instructions contained in your despatch, No. 80 (Treaty—2B9l7), of the 15th ultimo, respecting the detailed regulations under the convention of the Ist December, 1909, for the exchange of money-orders between France and New Zealand. His Excellency states that the French copy of those regulations had not been received on the 31st ultimo by the Ministry of Public Works, Posts, and Telegraphs. Monsieur Pichon adds that the French Government agree to the Ist of January next as the date for the coming into force of the regulations, provided that the Convention shall have been previously ratified by the French Parliament. Par un office en date dv 17 aout dernier Votre Excellence a bien voulu me demander si l'exemplaire francais dv Eeglcment d'execution de la Convention dcs mandats poste entre la France et la Nouvelle Zelande avait etc retourne a I'Administration francaise. Je m'empresse de Lvi faire savoir que le Ministere dcs Travaux Publics m'avait pas encore recti cc document a la date dv 31 aoiit dernier. Votre Excellence me faisait savoir, d'autre part, que le Gouvernement neo-zelandais proposait la date dv ler Janvier 1911 pour la mise en vige.ur de reglement precite. J'ai l'honneur le Lvi faire connaitre que le Gouvernement de la Republique ne peut que dormer son asseiitiment a cette suggestion, dont la realization ne depend, en cc gui concerne la France, que de l'approbation de la Convention par le Parlement francais avant la date indiquee. I have the honour to transmit to you, to be laid before your Ministers, the accompanying copy of a circular despatch which has been addressed by the Secretary of State for Foreign Affairs to His Majesty's representatives abroad, suggesting that the International Radiotelegraphic Conference which \¥as to have, been held at the beginning of June, 1911, should be postponed for a year.
