Of course the wider the passage is made, provided deep enough, the easier it would be to work. ■i It is hard to decide on the best method of dealing with the passage at present until experience has shown the utility of the passage at Mangaia. There is no doubt but that the northern landing is the better one, and my opinion is not to touch the outer reef for the present, but to make the road and cut down the cliff, as explained in No. 3. The only work that was not carried out during the year for which a sum was placed on the esti" mates was " New offices, £400."
