I have the honour to forward herewith a copy of " The Shipping and Seamen ~Act, 1908," (Consolidated No. 178), duly sealed and authenticated. 2. This Bill has been reserved for the signification of His Majesty's pleasure thereon and a report by the Attorney-General respecting the Bill is attached. 3. Six other copies of the Bill are transmitted herewith for the use of the Board of Trade in accordance with the circular despatch of the Secretary of State for the Colonies dated 23rd December 1903. Enclosure. Special Report on the Shipping and Seamen Act, 1908, (Consolidated No. 178). This is the Act mentioned in Section 5 of " The Consolidated Statutes Enactment Act, 1908," being one of the Acts set forth in Appendix D. thereof which have been consolidated as mentioned in the preamble to the said " Consolidated Statutes Enactment Act, 1908 ", a copy of which is annexed. This " Shipping and Seamen Act, 1908," is a consolidation of the enactments mentioned in the First Schedule thereto and contains no new matter, but it has been reserved for the formal assent of His Majesty the King pursuant to the requirements of the Imperial Act relating to Merchant Shipping. The Prime Minister presents his compliments, and begs to forward, for transmission to the Right Hon. the Secretary of State for the Colonies, a synopsis, prepared by the Law Officers, of the Acts passed during the fourth session of the sixteenth Parliament of New Zealand, together with the Acts duly authenticated with the seal of the Dominion. The synopsis attached hereto contains a list of all the Acts passed by the General Assembly of New Zealand during the Session which ended on the 10th day of October, 1908. 2. In my opinion none of those Acts is repugnant to the law of England. ■ . 3. In pursuance of the provisions of the Imperial Merchant Shipping Act, 1894, No. 178 of the Consolidated Statutes, the Short Title of which is the Shipping and Seamen Act, 1908, has been reserved for the signification of His Majesty's pleasure thereon.
