I have the honour to inform you that cases may at any time arise which cannot be properly dealt with by the British Besident at Barotonga (Cook Islands) under his commission as Deputy Commissioner. A case in point having recently arisen, I enclose a despatch received by the British Besident from the High Commissioner's Secretary. 2. I venture to suggest the advisability of his receiving a Judicial Commissionership in lieu of the Deputy Commissionership for these islands, as the time necessary to obtain the requisite authority from Fiji is such that much inconvenience, and possibly danger to public interests, may be otherwise incurred by the delay.
