is unreasonable to expect that the Officer Administering the Government in the interim will deal with this question ; and even if the new Governor should arrive before Parliament meets it would be reasonable to expect that he would ask for time to make himself acquainted with the subject and examine thoroughly into the matter. The result would be that during the next session of Parliament the position of the Council would remain as it did during last session, and the character of the Upper Chamber would not be such as would promote the well-being of the people and give effect to their expressed desires.
