The vacancy in the Council occasioned by the death of Mr. Macandrew was filled by the appointment of Mr. James Allen, 8.A., M.H.E., of Dunedin. The Council forwarded through your Excellency a petition to the Queen, praying that Her Majesty might be pleased to grant letters patent under which degrees by the University might be recognised in the same manner as those conferred by any University in the United Kingdom, and expresses its regret that the Secretary of State for the Colonies was unable to advise Her Majesty to comply with the prayer of the petition. The Council received an invitation from the Rector of the University of Bologna to send a representative to the festival, to be held on the 12th June, in celebration of its eighth centenary, and has appointed Mr. A. Chetham Strode, for many years an esteemed member of the Council, to represent it on that memorable occasion. The Council has great satisfaction in stating that the authorities of the Dunedin Hospital are building a very complete operating theatre in the interests of the patients who require the services of our surgeons, but, as they contemplated in this important work the interests of the Medical School, the Council made a grant of £200 towards its erection. The Council reports the following addition to the teaching staff of the Medical School, viz., Dr. King, of the Seacliff Asylum, to be honorary lecturer on mental diseases. The Council has great pleasure in stating that, on the report of the Committee of Management of the Eoyal College of Physicians and the Eoyal College of Surgeons of London, it was agreed that the University of Otago, Dunedin, New Zealand, be recognised as fulfilling the requirements of the Board in regard to professional study for the diplomas of the two colleges. This statement is made on the authority of the Lancet, the official communication not having yet been received. The revenue of the University has suffered considerable shrinkage in consequence of the reduction in rents which the Council felt constrained to make in its interests. The abstract of accounts, showing the income and expenditure of the University for the year ending the 31st March, 1888, is now in the hands of the Auditor-General. I have, &c, - D. M.
