Enclosure. Sib,— War Office, Pall Mall, 28th July, 1886. With reference to your letter of the Bth instant, with accompanying copy of a despatch from the Governor of New Zealand, enclosing the examination-papers of Mr. A. W. Andrew, a candidate for a commission in the Imperial army, I am directed by the Secretary of -State for War to acquaint you, for the information of Earl Granville, that, although the offer of commissions to members of the colonial local military forces was limited to the year 1885, Mr. Campbell-Bannermaii has, under the circumstances stated by Sir William Jervois, approved of Mr. Andrew's nomination, and, as it appears that this gentleman has passed the requisite examination, the necessary steps will be taken for gazetting him to a commission, with as little delay as possible.
