I enclose copy of the Order in Council which it is proposed to submit for His Excellency's signature, the terms and conditions of which will be embodied in a memorandum of agreement to be signed by Captain Steele for Messrs. Grant and Foster, and by the Minister of Lands on behalf of the Government. Copies of the Order in Council have been sent by to-day's mail to Captain Steele, to Messrs. I transmit, for your information, copy of the Order in Council embodying the terms of the agreement between yourself, acting for Messrs. Grant and Foster, and the Government. A formal agreement, to be executed by you on behalf of Messrs. Grant and Foster, and by myself on behalf of the Government, will be forwarded by a succeeding mail. Copies of the Order in Council have been sent to Messrs. Grant and Poster by to-day's mail. I have, &c, W. Rolleston, Minister of Lands.
