I enclose for your guidance schedules of items included in above statement, the whole of which are in my opinion equally and absolutely necessary for the government of the Province ; and in conclusion, in confirmation of the hope that the arrangement proposed may only be of a temporary nature, I may mention that in portions of the Manawatu Block in which there has been no persistent interruption from Native claimants, the survey of about 30,000 acres of land is in a forward state, and will probably be shortly completed, so as to allow of the sale of the land by the end of the year.
