Before closing Ay report, I should recommend that where the Telegraphic service is attached to the Post-office, a Telegraphist should be appointed to the office of Post-master, and not the Post-master to the office of Telegraphist. Several of the Telegraphists now in the office have exercised the functions of Poet-masters in the neighbouring Colonies, and are consequently capable of filling both appointments, while it is almost impossible to make many of the Post-masters Telegraphists, and assistant Telegraphists have consequently to be given them at a great additional cost to the original estimate for working the combined offices.
