Superintendent's Office, New Plymouth, 2nd April, 1864. Sir,— I have the honor to make the following statement for the consideration of the Government, and to submit for approval a proposition arising out of it. In 1863, a " Loan Ordinance " was passed, authorising the issue of Debentures to the amount of £50,000, to meet a proposed expenditure by the General Government for liquidating the losses under Mr. Sewell's award, of the settlers in this Province during the war. No action was taken by the General Government, except the payment of interest on the proposed expenditure. To mitigate the
