FURTHER PAPERS DELATING TO MILITARY DEFENCE.

My Lord Duke, — I have the honor to enclose copies of the letters named in the margin, showing the circumstances under which, in compliance with the terms of your Grace's Despatches, No. 96, of September 23rd, 1862, and No. 1, January 10th, 1863, I felt justified in requesting the Lieutenant-General to authorise monthly advances, as a loan to the Colonial Government, from the Treasury Chest for Military purposes, under urgent and unforeseen circumstances. 2. These advances will amount to £12,000 per month, and the loan will be re-paid as soon as the General Assembly has provided the necessary funds. The General Assembly will meet in October next. Government House, Auckland, August 13th, 1863. felRj— I beg to refer you to the enclosed copies of Despatches from the Secretary of State authorising advances to the local Government from the Treasury Chest for Military purposes under urgent and unforeseen circumstances. I have also the honor to enclose the copy of a Memorandum I have received from my Responsible Advisers, showing that an extraordinary Military Expenditure, of about £12,000 a-month, is now being incurred by the Colonial Government, on account of Military Defence for the protection of the Northern Island from attack by the Natives and that the Colonial Government will not much longer have the means of paying these unforeseen expenses until the General Assembly, which is to meet in October next, have provided funds for the purpose! I have, therefore, the honor to request that you will, in accordance with the terms of the instructions of the Secretary of State, authorise the payment from the Treasury Chest of advances for the extraordinary expenses for Military purposes to winch I have above alluded, until the General Assembly has had time to provide the necessaty funds, when such advances will be forthwith re-paid.
