REPORT OF THE CHIEF DRAINAGE ENGINEER Slßy I have the honour to submit my annual report for the year ended 31st March, 1945, on the areas proclaimed under the Swamp Drainage Act, 1915, and its amendments. Kaitaia Drainage Area (61,430 Acres), Mangonui County The main features of the year's operations were the maintenance of completed works and attention to the matter of the deepening and widening of the lower ends of Spain's and Puckey's Drains. This latter work, which was carried out with a R.B, 10 drag-line, has considerably improved the discharge rate of both these drains. The maintenance programme included attention to stop-banks around the Awanui foreshore. The scarcity of labour, material, and machinery is responsible for delaying attention to the deepening and widening of main drains and the renewal of flood-gates. It is intended to carry out this work as soon as the supply of labour and plant will permit. The control weir at the head of the Whangatane Spillway is showing signs of deterioration and it is hoped that repair work will be able to be commenced at an early date. No serious flooding was experienced during the year. The rainfall for the year was 53-73 in. Expenditure and Rates.—Expenditure on maintenance for the year amounted to £2,124. Rates struck: Special, £2,741; general, £2,142. Rates collected, including arrears: Special, £2,355; general, £2,133. Rebates (33| per cent.) allowed on special rates (1944—45) on account of prompt payment, £557. Native rates amounting to £266 were struck for 1944-45, and over half has already been paid.

Waihi Drainage Area (20,000 Acres), Tauranga County The work carried out has been restricted by shortage of labour and plant. A total of 38 miles 73 chains of drains have been cleaned. Unfortunately, it has not been possible to return to this district the light excavator which was requisitioned for urgent defence work in May, 1942. It is becoming increasingly evident that serious flooding may occur unless silt is removed from th? streams and canals and unless stop-banks, which have subsided with the land on which they are built, are raised. The minimum essential programme for channel maintenance and drain and stop-bank improvement will occupy a light drag-line excavator for a period of several years. An area of 930 acres is served by a high-pressure-pumped water-supply, which has been effectively operated and maintained. Expenditure and Rates.—Expenditure on maintenance for the year amounted to £1,294. Rates struck: Special, £761; general, £1,097. Rates collected, including arrears: Special, £1,016; general, £1,205. Poukawa Drainage Area (15,567 Acres), Hawke's Bay Maintenance work at a net cost of £420 was carried out during the year, and I am again indebted to the Commissioner of Crown Lands, Napier, for the preparation and inspection of drain-cleaning contracts and payments made to contractors. Rates struck: Special, £1,045; general, £325. Rates collected, including arrears: Special, £536; general, £167. No progress has been made regarding Native rates in this area. I have, &c., R. L.
