I have the honour to present the annual report on the mental hospitals for the year ending 31st December, 1941. In view of the wartime need to abbreviate reports, most of the usual features have been excluded, and I have presented only such statistical tables as seem necessary for historical continuity. In spite of the need for brevity, I cannot omit to express my deep sense of obligation to all those officers who have so loyally served the Department in the present difficult times. T. G.
