ORDERS OF REFERENCE.
Extracts from the. Journals of the House of Representatives. Thursday, the 11th Day of .July, 1940. Ordered, " That a Select Committee be appointed, consisting, by leave, of eleven members, to consider all matters in connection with industries and commerce that may be referred to it : the Committee to consist of Mr. Barrel], Mr. Doidge, Mr. Hodgens, Mr. Holland, the Hon. Dr. McMillan, Mr. Osborne, Mr. Petric, Mr. Richards, Mr. Robertson, Mr. Wilkinson, and the Mover." —(Hon. Mr. Nash, for the Hon. Mr. Sullivan.) Ordered, " That during the present session all Select Committees appointed by the House have leave to sit on days on which the House is not sitting, provided that when it is proposed to sit on any such day at least three days' notice shall be given to each member of the Committee of the date of the sitting."—(Right Hon. Mr. Kkasf.r.) Thursday, the 28th Day of November, 1940. Ordered, " That the Sea Carriage of Goods Bill be referred to the Industries and Commerce Committee."—(Hon. Mr. Sullivan.) Friday, the 29tii Day of November, 1940. Ordered, " That the Industries and Commerce Committee have leave to sit during the present sitting of the House."—(Mr. Hodgens.)
REPORTS.
Sea Carriage of Goods Bill. I have the honour to report that the Industries and Commerce Committee has carefully considered the Sea Carriage of Goods Bill, and recommends that the Bill be allowed to proceed without amendment. 29th November, 1940.
No. 26. —Petition of J. T. Hart and 14 others, of Timaru; and 22 similar petitions (as per Schedule attached). Praying that provision be made for variation of existing contracts in consonance with changes in awards and increases in cost of materials. I have the, honour to report that at the hearing the petitioners stated that they did not now ask for any variation in respect to future tenders for private work, and to that extent the Committee regarded the petition as amended. In regard to Government contracts, the Committee is of the opinion that any request for alteration of the terms of a contract could he dealt with by negotiation between the contractor and the Government. In so far as local-body contracts are concerned, if a local body is satisfied that an increased payment is justified because of increased costs, it can apply for appropriate validating legislation in respect to such increased payment.

Schedule.
No. 53.—Petition of A. Sullivan and 1,017 Others, Christehurch and' 3 similar petitions (as per Schedule attached). Praying that an increase in the monthly petrol allowance be made. 1 have the honour to report that, after giving full consideration to all the facts, the Committee has no recommendation to make, but suggests that the Government keep the matter under continuous review, with the object of giving relief to the petitioners when an adequate reserve is in hand and future supplies are assured.

Special Report. I have the honour to report that the Industries and Commerce Committee desires to record its appreciation of the care and ability with which the Chairman, Mr. Hodgens, has conducted the business of the Committee during the session ; and it also desires that this resolution shall be recorded on the minutes of the Committee, and be reported to the House. sth December, 1940. Special Report. I have the honour to report that the Industries and Commerce Committee desires to record its appreciation of the services rendered by the Clerk, Mr. D. H. Dopson, in the discharge of his various duties during the session ; and it also desires that this resolution shall be recorded on the minutes of the Committee, and be reported to the House. sth December, 1940.
Final Report. I have the honour to report that the Industries and Commerce Committee, consisting of eleven members, has held six meetings, with an average attendance of six members. Twenty-eight petitions and one Bill have been considered by the Committee and reported to the House. sth December, 1940. J. Hodgens, Chairman.
