In addition to these successes, 7 passed for Diploma of Honours, 3,993 candidates passed sections of the examinations for degrees or for admission to professions; 254 gained certificates of proficiency. There were 213 candidates (including bursary candidates) for the Entrance Scholarship Examination. 38* gaining scholarships, 53f others passing the examination with credit, and 46 qualifying for matriculation. The number of candidates for the University Entrance examination was 4,860, of whom 2,357 passed the examination. * Five declined scholarships, one was not a competitor, and one was awarded a Taranaki Scholarship. t One of these was awarded a Taranaki Scholarship.

In compliance with section 22 of tlie New Zealand University Amendment Act, 1926, the following report is presented to the Hon. the Minister of Education as to the proceedings of the University during the past year. The Entrance Board met on Tuesday, 24th August, 1937. The Board sent forward to the Senate a scheme for a standardized phonetic alphabet, which will, when finalized, be of great value to all teachers of English. In view of the preparation by the Council for Educational Research, in co-operation with the Senate, of a comprehensive report upon the Entrance Examination, a special sub-committee was set up to consider the report and report to the Board. The special committee was also requested to deal with suggested alterations to the prescription in mathematics. The Academic Board met on Tuesday, 26th October, 1937. The Board dealt with numerous variations in the prescriptions of courses, particularly, as recommended by the Council of Legal Education, in law, and, as recommended by a conference of the Professors concerned, in chemistry. The Board approved a new system of recommending examiners to the Senate, the method adopted being a considerable saving of time and occasioning fewer subsequent alterations in the list. The Board also recommended that, without variation in the actual pass standard, the pass mark in all degree and diploma subjects be in future fixed uniformly at 50 per cent. The Senate met in Dunedin on Thursday, 13th January, 1938, when the Chancellor, Dr. the Hon. J. A. Hanan, delivered the address. The Chancellor made reference to the recent retirements of Professor J. Rankine Brown, Mr. H. F. von Haast (lately Pro-Chancellor), Dr. Kenneth Mackenzie, Mr. J. A. "V alentine, and Mr. J. C. H. Somerville. He also welcomed to the Senate the new appointees, Dr. S. G. de L. Chapman, Professor R. J. T. Bell, Mr. W. H. Cocker, Mr. E. J. Howard, M.P., Mr. S. N. Ziman, and Mr. Norton Francis. The Senate gave serious consideration, in view of an estimated overdraft for 1938-39, to the problem of finance, but resolved that the question of raising fees for 1938 be deferred until the matter of renewal of the Government grant might be finalized early in the year. Admission ad eundem statum as matriculated students was approved in sixteen cases, and cid eundem gradum in three. Confirmation of provisional matriculation was granted in fifty-one cases recommended by the Professorial Boards. Two important committees were set up to act during the year —namely, a committee to report on the recognition of Schools of Fine Arts, and a committee to discuss the report now in preparation by Mr. W. Thomas, under the supervision, of'.the Council for Educational Research, on the Entrance Examination. Twenty-nine Bills were presented to the Senate ; nineteen of these were passed as drafted, and the remainder after discussion and amendment by Senate. The Senate adjourned to meet next in Christchurch on Thursday, 2nd February, 1939.

In pursuance of the provisions of the Auckland University College Act, 1882, the Council has the honour to make the following report for the year 1937 : — Council. —Mr. T. U. Welis, who was elected President in 1935, resigned the Presidency, and his place was taken by Mr. H. J. D. Mahon, Mr. A. 11. Johnstone, K.C., being elected Vice-President. Mr. D. M. Rae, Principal of the Training College, was elected in place of Mr. W. P. Endean by members of the General Assembly. Staff. —There were no changes in the Professoriate, but Professor Sewell and Professor Rutherford were granted Sabbatical leave, the latter intending during his stay in England to pursue research into New Zealand history. Mr. H. C. McQueen, Lecturer in Education, resigned in order to take up work under the New Zealand Council for Educational Research. His place was filled by the appointment of Mr. A. P. Thompson, formerly Vacation Course Lecturer. In June, Mr. M. R. O'Shea, Registrar since 1922, resigned in order to take up appointment as General Secretary to the New Zealand Manufacturers' Association. Great appreciation was expressed by the Council of his initiative and executive ability in organizing the administration of the College and in putting the endowments on sound financial lines. Mr. L. 0. Desborough was appointed to succeed him, Miss A. A. McLeod, Accountant, acting as Registrar in the interim. During the year Mr. K. E. Bullen, Lecturer in Mathematics, received advice that he had been awarded the degree of Doctor of Philosophy in: the Faculty of Mathematics at the University of Cambridge. Dr. Bullen, who recently held an exhibition at St. John's College, Cambridge, together with Dr. Harold Jeffreys, was engaged for two years on earthquake research, the result of which is embodied in the Jeffreys-Bullen tables now in use in observatories in different parts of the world and officially adopted by the International Seismological Association. In December, Professor R. M. Algie resigned in order to become organizer for the Auckland Provincial Freedom Association. His resignation was received with great regret by staff and Council. His long service as Lecturer, and later, Professor of Law, won him the gratitude and high regard of many generations of students. As a member of the Professorial Board his colleagues recorded their appreciation of his influence in the Board's deliberations. In addition, he has represented the Board on the Council and on the Academic Board, thus making important contributions to the discussion of University problems. Engineering. —In July, after a long period of uncertainty as to the fate of the School of Engineering, a letter was received from the Minister of Education stating that it had been resolved to retain the School, funds for the year having been placed on the estimates. Owing mainly to the efforts of Mr. S. I. Crookes a sum of £6,700 has been definitely promised as a permanent endowment fund for the school, and these contributions are to be capitalized. Library. —The second year of the Carnegie grant has been a period of great expansion. A record number of accessions and borrowings are shown, while new ranges for books have had to be erected in the reading-room. A great improvement in lighting has been made by the addition of eight new powerful lights and the substitution of better globes in ten of the old lights. Among donations were a splendid nucleus library of music-books (part of the Carnegie Music Set), collections of books by Mrs. P. Lindsay and Mr. J. Innes, and fifty-six volumes enabling us to complete an important official set. Library staff successes are Miss J. Grey, Intermediate Library Association Examination ; Miss A. Mac Murray, Junior Library Association ; Miss E. Evans, 8.A., final section. Workers' Educational Association.—Enrolments have totalled 1,417, as against 1,439 last year. Several of the city classes have again adopted a practical approach, notably in art, music, essay and story writing, and physical education. Some expansion occurred with the discussion-group method in country districts, and a beginning was made with the introduction of this into Public Works camps. Class-work has been supplemented increasingly by the activities of self-governing clubs, of which there are now five, covering the fields of natural history, drama, music, physical education, literature (junior group). Another spontaneous and self-governing innovation has been a monthly stencilled bulletin of news, comment, satire, and fiction. Trade-union support has increased from fifteen to nearly fifty affiliations. In addition to the renewed Government grant mentioned last year, a further £500 has been placed on the estimates, £250 of which is to be for special work in Public Works camps.

Staff. —The increase in staff that has been made possible by the additional Government grant has been very welcome and has increased the teaching power of the College. It is hoped that the five-year plan agreed upon will be carried out, for even at the end of this period, though there will have been a great improvement in staffing, the provision will still fall short of that which is provided in in universities in other parts of the British Empire. New Buildings. —The pressure on accommodation through the increase in the number of students shows clearly that the additional space that will be provided by the buildings now being constructed will be used to the full almost immediately. The development of the library indicates that within the next two years at most more space must be provided for this essential part of the equipment of the College. This demand, together with the more limited use of the gymnasium brought about by the diminishing stability of that structure, makes the provision of a students' building extremely urgent. The present gymnasium was built thirty years ago by the students, who then numbered about four hundred. It has served the College well, but the time has arrived when the pressing needs of a body of over one thousand students demand a new building. When this has been provided the library will be able to use as stack rooms the ground-floor of the library wing now used by the Cafeteria and the Women's Common Room, as was originally intended. Weir House. —The House accommodates eighty-eight students, but there is a long waiting-list even after room has been made by the retirement of a large number of the students who have been in residence for only three years. For the welfare of the House it is desirable that more of the older students should be able to remain, and for the welfare of the increasing number of students who are compelled to board in Wellington the need for further accommodation is urgent. The report of the Warden shows that the House had a successful year both in health and achievement. The House has now been open for five years, and it is necessary to frame a policy in regard to repair and redecoration. It seems best that this work should go on steadily year by year, for in this way there will be no general deterioration and the House will not be faced with a heavy bill in any one year. It is proposed each year to redecorate some of the rooms as far as it is necessary and in the order of the urgency of the work. Workers' Educational Association. —The following are extracts taken from the annual report of the Tutorial Classes Committee for 1937 :— " Enrolments for the district have totalled 2,148, as against 964 last year. " The work has been carried on through the funds provided by the Government, by the University from the National Endowment Fund, and by the Carnegie Corporation, while the Wellington City Council, the Wellington Harbour Board, and the Macarthy Trust continued to support the movement. The tapering grant from the Carnegie Corporation will cease at the end of this year. This grant has been of very great assistance, expecially during the difficult depression years, and the Committee would again place on record its appreciation of the generosity of the Corporation. It is pleasing to be able to report that the Government has recently made two grants in addition to its restored grant of £750 per annum —£250 for general purposes and £250 for tutorial work in Public Works camps. These grants will make it possible to consolidate and expand the work of the Association during the coming year. " Good- use has been made of the library by both city and country students. Thirty-five new books have been purchased, and gifts of books have been made by Messrs. W. A. Patterson and W. J. Shannon. The special library grant made by the Carnegie Corporation has now been exhausted, and future development will have to depend on expenditure from our ordinary fund. There are strong reasons for establishing a library for the use of country students at Palmerston North, and the Committee is at present considering what can be done in this direction."

Endowment revenue 011 which the College extensively depends for its finances did not, during the year under review, cause the anxiety of the years of depression, but it is far below what is necessary to meet the demands for further development in the work of the College. The most insistent claim to be satisfied is that of increased accommodation. So acute has the position become that it was found impossible to find room for the recently established School of Geography in the College buildings, and the Council was compelled to find accommodation elsewhere for the large number of students taking the course. Changed circumstances have so affected, and will no doubt continue to affect, the revenue of the College that the demands for future advances can be met only by an increased State grant for building extensions. The erection of a new School of Art on the site acquired some years ago and the transference to Canterbury College of the School building would provide a solution of our most pressing problem. At the beginning of the year, Dr. Sutherland, Dr. Field, and Dr. White assumed duty as Professor in charge of the departments of Philosophy, Education, and Physics, respectively, and the energy and enthusiasm shown by each in their first year of office give the Council sound reason for congratulations 011 the appointments made. Professor Farr, who had occupied the Chair of Physics from 1911, and Professor Shelley, the Chair of Education for sixteen years, were each elected Professor Emiritus in recognition of their valuable services to Canterbury College. Dr. Bradshaw, who was appointed Lecturer in Music in f902, was accorded the status of Professor and appointed to the Chair of Music.

Also lecturers, demonstrators, and assistants. Registrar.—H. Chapman, Esq., B.A. REPORT (ABRIDGED) OF THE CHANCELLOR OF THE UNIVERSITY OF OTAGO. In accordance with the provisions of the University of Otago Ordinance, 1869, I have the honour to report on the proceedings of the University of Otago for the year ended 31st December, 1937. The Council and Teaching Staff. —In my last report I referred to the resignation of Sir Henry Lindo Ferguson from his position as Dean of the Medical Faculty and Professor of Ophthalmology. I have now to report that in February, 1937, Sir Lindo resigned his seat on the University Council, which he had occupied for some twenty years. The loss entailed by his resignation will be deeply felt at the Council table, for Sir Lindo's long and varied experience, his knowledge of overseas universities and medical schools, and his practical grasp of affairs have been of great value to the Council and to the University. The Council accepted Sir Lindo's resignation with very great regret, and to mark its high appreciation of his services as Professor and Lecturer over a period of more than fifty years it appointed him Emeritus Professor of Ophthalmology. Sir Lindo was one of the representatives on the Council of the Professorial Board, and to fill the vacancy the Board has appointed Dr. C. E. Hercus, who had previously succeeded Sir Lindo as Dean of the Medical Faculty. Half a century of notable service to the University was also completed during the year by Sir James Allen, who was first appointed to the Council in 1887. Besides acting as Councillor over this long period, Sir James was Vice-Chancellor from 1903 to 1909 and Chancellor from 1909 to 1912, and filled both offices with great efficiency. The services of another distinguished Chancellor, Dr. Andrew Cameron (1912-25), were commemorated in 1937 by the erection in the entrance hall of a bronze bust, the work of Mr. F. A. Shurrock, of Christchurch. This is a fitting memorial to one whose devotion to his old University should never be forgotten. I have great pleasure in recording here the high distinctions gained during the year by two members of our teaching staff : Dr. J. E. Holloway, Lecturer in Botany, was elected a Fellow of the Royal Society ; and Dr. F. Fitchett, Professor of Clinical Medicine, was elected a Fellow of the Royal College of Physicians. Building Accommodation. —1 wish to express the Council's sincere thanks to the Government for the assistance granted during the past year. The new clinical lecture-theatres at the hospital are proving of the greatest value, and the opening of the Queen Mary Maternity Hospital has very notably aided the Council in providing an efficient course of training in midwifery for a much enlarged number of students. Whilst recognizing all that has been done, however, I cannot overemphasize the need which exists for still further accommodation for several departments of the University. The provision of a new library is extremely urgent, whilst the erection of a new biology department is scarcely less so. Additions are also required at the Medical School for public health and for research work, the Home Science School is in need of extension, and better quarters for our home-science students should be provided by the building of a modern addition to Upper Studholme House, which should replace the inadequate and cramped accommodation at Lower Studholme. The Council's attention has also been drawn to the lack of suitable residential facilities for students of other faculties. Of 550 students from homes outside Dunedin, no fewer than 150 are at present living in lodgings or flats in no way subject to University approval or control. This position cannot be regarded as satisfactory, and the Council is making further investigations into the matter. Benefactions. —I am pleased to be able to report that several valuable benefactions were received during the course of the year. Two of these were anonymous ; they amounted to approximately £16,000, but will not be available for a considerable period. Other benefactions to which I may refer are a bequest from the late Mr. John Edmond of £1,000 to be used towards the building of a new home-science hostel, and a gift of £500 from the Dunedin Savings-bank to provide a travelling scholarship in dentistry. Government Grants. —I wish to acknowledge with gratitude the additional annual grants made for the support of the University—viz., £3,500 for the arts and general department, £3,000 for the Medical School, £650 for the Dental School, and £600 for the Home-science School. These grants have been expended in increases of salaries for the teaching and laboratory staffs and in giving muchneeded assistance to certain departments. I wish also to record the Council's appreciation of the increased Government support for the Workers' Educational Association, which has enabled a considerable widening in the activities of this important section of the University's work.
