ORDER OF REFERENCE.

Extract from the Journals of the House of Representatives. Thursday, the 12th Day of July, 1934. Ordered, " That a Select Committee be appointed, consisting of ten members, to whom all Local Bills shall stand referred after the first reading ; the Committee to report whether the Standing Orders have been complied with, whether the rights or prerogatives of the Crown are in any way affected by the provisions of the Bills, and to recommend such amendments as it may think proper, and to report, when necessary, on the merits of the Bills ; the Committee to have power to confer with any Committee appointed for a similar object by the Legislative Council: the Committee to consist of Mr. Ansell, Mr. Armstrong, Mr. Hawke, Mr. Jull, Mrs. McCombs, Mr. W. Ohai Railway Board Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 2nd August, 1934.

New Plymouth Borough Land Exchange and Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. Bth August, 1934.

Bluff Harbour Board and Bluff Borough Council Empowering Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed without amendment. 9th August, 1934.

Hawke's Bay Rivers Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 9th August, 1934.

Greymouth United Borough Rating Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed without amendment. 16th August, 1934.

Timaru Borough Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with, with the exceptions of Standing Orders 362 and 366, which were only partly complied with, inasmuch as copies of the Bill and plan were not deposited for public inspection at the office of the local authority which promoted the Bill; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto, notwithstanding the partial breach of the Standing Orders referred to above. 16th August, 1934.

Christchurch City Empowering Bill. The Local Bills Committee, to whjch was referred the above-mentioned Bill, lias the honour to . report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed without amendment. 23rd August, 1934.

Harbours Amendment (No. 2) Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that the Bill is essentially a Local Bill and should have been introduced under the Standing Orders relating to Local Bills ; that the Standing Orders relating to Local Bills have not been complied with. That the Committee recommends that the Bill be not allowed to proceed. That, in the event of the Lyttelton Harbour Board promoting, this session, a Local Bill to give effect to the objects of the above-mentioned Bill, the Committee recommends that facilities in connection with the suspension of the Standing Orders be granted by the House to the honourable member in charge of such Bill. 23rd August, 1934.

Te Ore Ore River Board Rating Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, without amendment. 23rd August, 1934.

Rotorlta Borough Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee sees no necessity for special legislation such as is sought to be enacted by the Bill being passed for the Borough of Rotorua, and therefore recommends that the Bill be not allowed to proceed. 31st August, 1934.

No. 170. —Petition of G. C. Naumann, and 296 others, of Rotorua. Praying that the Rotorua Borough Empowering Bill be not passed. The Local Bills Committee, to which was referred the above-mentioned petition has the honour to report that as the subject-matter of the petition was considered in connection with the Bill to which it relates and on which the Committee has reported, the Committee has no recommendation to make. 31st August, 1934.

Wairau River Board Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 6th September, 1934.

Wellington City Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied wit.li ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 18th September, 1934.

Oamaru Harbour Board Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have not been complied with, but were suspended by the House to enable the Bill to be introduced and to be proceeded with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 10th October, 1934.

Auckland Provincial Water Board Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected by the Bill as introduced, in that certain clauses would confer on the Board proposed to be constituted power to occupy Crown lands. That the Committee recommends : (a) That the Bill be not allowed to proceed this year ; (b) that legislation be introduced by the Government providing for the creation of a Metropolitan Water Board to control the supply of water for the City of Auckland and the surrounding district, preferably by the appropriate enlargement of the powers of the Drainage Board created by the Auckland and Suburban Drainage Act, 1908. 17th October, 1934.

Auckland Transport Board Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 17th October, 1934.

Woodlands Drainage Board (Rating) Validation Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 17th October, 1934.

No. 162. —Petition of W. L. Anderson and 447 Others, of Hastings. Praying that the Hastings Milk Bill be not passed. The Local Bills Committee, to which was referred the above-mentioned petition, has the honour to report that, as the subject-matter of the petition was considered in connection with the Bill to which it relates and on which the Committee has reported, the Committee has no recommendation to make. 19th October, 1934.

Napier and Suburbs Milk Bill. The Local Bills Committee, to which was referred the above-mentioned Bill has the honour to report that it is a Local Bill; that the Standing Orders have been complied with; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be not allowed to proceed this session. 19th October, 1934.

Timaru District Milk Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have not been complied with, but were suspended by the House to enable the Bill to be introduced and to be proceeded with ; that the rights and prerogatives of the Crown are not affected. That the Committee recommends that the Bill be not allowed to proceed this session. 19th October, 1934.

Hutt County Rating Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with, with the exception of Standing Order 366, which, in so far as it relates to the number of days from the commencement of the session within which Local Bills may be introduced, was suspended by the House to enable the Bill to proceed ; that the rights and prerogatives of the Crown are affected by the Bill, as introduced, in the following respects : —

(a) The exemption from rating provided for in clause 2 does not include cases where the Crown, as mortgagee, is not now liable for rates ; and (b) Public-school properties vested in the Wellington Education Board would become liable for rates ; and as the greater part of the Board's income is derived from the Education Department, the charge would presumably fall on the Crown. That the Committee recommends that the Bill be not allowed to proceed, pending the Report of the proposed Rural Local Government Commission. 25th October, 1934.

Local Legislation Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it has carefully considered the Bill and taken evidence thereon, and recommends that it be allowed to proceed, with the amendment as shown on the copy of the Bill annexed hereto. 25th October, 1934.

Local Legislation Bill. The Local Bills Committee, to which the above-mentioned Bill was referred back, has the honour to report that it has carefully reconsidered the Bill and taken additional evidence thereon, and recommends that it be allowed to proceed, with further amendment, as shown on the copy of the Bill annexed hereto. Special Report. The Local Bills Committee desires to place on record its appreciation of the valuable services rendered to it during the session by the Chairman, Mr. A. E. Jull. R. A. Wright, a Member of the Committee. 28th March, 1935.

Special Report. The Local Bills Committee desires to record its appreciation of the efficient services of the Clerk of the Committee, Mr. W. N. Wood. 28th March, 1935.

Final Report. The Local Bills Committee, consisting of ten members, lias held during the session nineteen meetings, with an average attendance of seven members per meeting. The Committee has had referred to it twenty Local Bills, the Local Legislation Bill, the Harbours Amendment Bill (No. 2), and two petitions, all of which, with the exception of one Local Bill, were considered and reported on.
