COMMERCE, CUSTOMS, AND NAVIGATION, NEW ZEALAND AND NORWAY. EXCHANGE OF NOTES ARRANGING MUTUAL MOST-FAVOURED-NATION TREATMENT.

The Prime Minister of New Zealand to the Norwegian Consul-General. Dominion of New Zealand, Prime Minister's Office, Wellington, 20th October, 1933. Customs, 30/645. Sir, — I have the honour to inform you that, pending the conclusion of a Treaty of Commerce and Navigation between Norway and New Zealand, the New Zealand Govemment will accord to Norway the same treatment in matters of commerce, Customs, and navigation as is or may be accorded to the most favoured foreign country, provided that the Norwegian Government grant to New Zealand the same treatment in matters of commerce, Customs, and navigation. It is understood that the term " foreign country " in relation to New Zealand means a country not being part of the British Commonwealth of Nations, nor a territory under British protection or suzerainty, nor a mandated territory in respect of which the mandate is exercised by the Government of a part of the British Commonwealth of Nations. It is further understood that the aforesaid treatment shall continue in force until the expiration of three months from the date on which either Government shall have given to the other notice of revocation of the arrangement. Sir, — I have the honour to acknowledge receipt of your note dated the 20th instant on the subject of the treatment to be accorded by the New Zealand Government to Norway in matters of commerce, Customs, and navigation, pending the conclusion of a Treaty of Commerce and Navigation between Norway and New Zealand. Under instructions from my Government, I beg to inform you that the Norwegian Government will on their side accord to New Zealand the same treatment in matters of commerce, Customs, and navigation as is or may be accorded to the most favoured foreign country, provided that the New Zealand Government grant to Norway the same treatment in matters of commerce, Customs, and navigation.
