ORDERS OF REFERENCE. Extracts from the Journals of the House of Bepreaentatives. Wednesday, the 19th Day oe October, 1932. Ordered, " That a Select Committee be appointed, consisting of ten members, to whom all Local Bills shall stand referred after the first reading ; the Committee to report whether the Standing Orders have been complied with, whether the rights or prerogatives of the Crown are in any way affected by the provisions of the Bills, and to recommend such amendments as it may think proper, and to report, when necessary, on the merits of the Bills ; the Committee to have power to confer with any Committee appointed for a similar object by the Legislative Council: the Committee to consist of Mr. Ansell, Mr. Armstrong, Mr. Bitchener, Mr. Jull, Mr. McCombs, Mr. W. Nash, Mr. Smith, Mr. Veitch, Mr. Wright, and the mover."—(Hon. Mr. Hamilton.) Wednesday, the Bth Day of February, 1933. Wellington City Empowering and Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 2nd November, 1932.

Carterton Borough Council and Wairarapa South County Council Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 2nd November, 1932.

Ohai Railway Board Bill. The Local Bills Committee, ta which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 3rd November, 1932.

Christchurch City (Abattoir) Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed without amendment. 3rd November, 1932.

Papanui Memorial Hall Management Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed without amendment. 10th November, 1932.

Moutoa Drainage Board Rating Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. As in the opinion of the Committee existing inequalities in the incidence of rating within the district affected by the Bill could be remedied by a revaluation of the special area without legislation, the Committee recommends that the Bill be not allowed to proceed. And the Committee further recommends that the Valuation Department be instructed to proceed with such revaluation. 10th November, 1932.

Otago Harbour Board Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 17th November, 1932.

Christchurch Tramway District Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 22nd November, 1932.

Avon and Heathcote Estuary Conservancy Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill: that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are affected, in that some of the land described in the Second Schedule — namely, the beds and estuary of the Avon and Heathcote Rivers—-is for the most part land vested in the Crown. As the Bill provides for the creation of another local authority, and in view of the fact that the Government proposes to undertake an investigation into the possibility of reducing the number of local authorities, the Committee recommends that the Bill be not allowed to proceed this session. 24th November, 1932.

Christchurch District Drainage Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Grown are not affected. The Committee recommends that the Bill be allowed to proceed without amendment. 24th November, 1932.

Napier Harbour Board Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 30th November, 19.32.

Auckland City Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown are affected, inasmuch as clause 4 deals with public domains vested in the Crown. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 6th December, 1932.

Auckland Transport Board Conversion of Loans Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to reportthat it is a Local Bill; that the Standing Orders have been complied with ; that the Committee has considered and recommends the adoption of the proposed new clause 3 and the amendments consequential thereon, which, it is informed, the honourable member in charge of the Bill desires to move by Supplementary Order Paper under Standing Order 370 ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 6th December, 1932.

Hawke's Bay Rivebs Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that Standing Orders 361, 362, 364, and 366 have not been complied with, but were suspended by the House to enable the Bill to proceed ; and that the rights and prerogatives of the Crown a,re affected, as the proposed new outlet for the Tutaekuri River will traverse an area of Crown land—viz., a sand and shingle bar. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 7th December, 1932.

Whangarei Harbour Board Vesting Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; and that the rights and prerogatives of the Crown ate affected, inasmuch as the Bill provides for the vesting in the Whangarei Harbour Board, as endowment lands, of two areas of Crown land and an education reserve. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 7th December, 1932.

Ohristchubch City Reserves Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that Standing Orders 361, 362, 364, and 366 have not been fully complied with, but were suspended by the House ; that the rights and prerogatives of the Crown are affected, as the land concerned is a reserve subject to the provisions of the Public Reserves, Domains, and National Parks Act, 1928. The Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 23rd February, 1933.

Onehunga and One Tree Hill Boroughs Water-supply Protection Bill. The Local Bills Committee, to which, was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have, in so far as they have not been complied with, been suspended by the House ; and that the rights and prerogatives of the Crown are not affected. The Committee recommends that the Bill be not allowed to proceed. 23rd February, 1933.

Local Government Officers Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it has carefully considered the Bill and taken evidence thereon. As certain organizations connected with the local authorities named in the Bill have not yet had opportunities of fully considering its provisions, the Committee is of the opinion that the Bill should be held over until such opportunities have occurred, and therefore recommends that the Bill be not allowed to proceed this session. 23rd February, 1933.

Local Legislation Bill. The Local Bills Committee, to which were referred the Local Legislation Bill and the amendments thereto proposed by His Excellency the Governor-General and contained in Supplementary Order Papers Nos. 25, 29, and 30, has the honour to report that it has carefully considered the Bill and the said Supplementary Order Papers, and has taken evidence thereon, and recommends that the Bill be allowed to proceed, with amendments as shown on the copy of the Bill attached hereto. 6th March, 1933.

Special Report. I am directed to report that the Local Bills Committee desires to place on record its appreciation of the capable, impartial, and courteous manner in which the Chairman, Mr. John Bitchener, has presided over its deliberations during the session.
