ORDERS OF REFERENCE. Extracts from the Journals of the House of Representatives. Wednesday, the 18th Day of July, 1928. Ordered, " That a Select Committee be appointed, consisting of ten members, to consider all matters relating to public health, infectious diseases, contagious diseases, hospitals, and to local authorities having charge of these matters, and to such other matters affecting public health as may be referred to it; .to have power to call for persons and papers; three to be a quorum : the Committee to consist of Mr. Armstrong, Mr. Bell, the Hon. Mr. Buddo, Mr. Girling, Mr. H. Holland, Mr. Horn, Mr. W. Jones, Mr. Parry, Mr. Reid, and the mover."—(Hon. Mr. Young.) Tuesday, the 24th Day of July, 1928. Ordered, " That the Mental Defectives Amendment Bill be referred to the Public Health Committee." (Hon. Mr. Young.) Wednesday, the Ist Day of August, 1928. Ordered, " That the Public Health Committee have leave to sit this day during the sitting of the House." (Mr. Girling.) Wednesday, the Btii Day of August, 1928. REPORTS. Mental Defectives Amendment Bill. I have the honour to report that the Public Health Committee, to which was referred the Mental Defectives Amendment Bill, has heard evidence on and carefully considered the provisions of the said Bill. The Committee recommends that the Bill be allowed to proceed, with amendments as shown on the copy of Bill annexed hereto (vide Mental Defectives Amendment Bill, 24-2). The minutes of evidence and exhibits are attached hereto. [Minutes of evidence, &c., not ordered to be printed.] 18th September, 1928.

No. 174.—Petition of William Thomas Henry Beaumont, of Christchurch. Praying for a compassionate allowance owing to alleged complaint against the Health Department and Customs Department. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for consideration. 4th October, 1928.

Special Report. I have the honour to report that the members of the Public Health Committee desire to place on record their appreciation of the ability, tact, and unfailing courtesy with which Mr. W. J. Girling has, as Chairman, conducted the business of the Committee ; and the members of the Committee further desire that this resolution be recorded on the minutes of the Committee, and also that, it be reported to the House. 4th October, 1928.

Special Report. I have the honour to report that the Public Health Committee records its complete satisfaction with the capable manner in which the Clerk, Mr. E. A. Dobbie, has discharged his various duties during the session, and desires that this resolution be recorded in the minutes of the Committee and be reported to the House. 4th October, 1928.

Final Report. I have the honour to report that the Public Health Committee, consisting of ten members, has during the session held eleven meetings, with an average attendance at each meeting of eight members. One Bill—the Mental Defectives Amendment Bill —was referred to the Committee, and eight meetings were held for its consideration. Twenty-four witnesses gave evidence on the Bill, and it was reported, together with a copy of the evidence thereon, to the House. One petition was also considered and reported on. 4th October, 1928.
