NATIVE LAND COURTS AND OTHER MATTERS UNDER CONTROL OF NATIVE DEPARTMENT. REPORT OF UNDER-SECRETARY FOR THE YEAR ENDING 31st MARCH, 1926.

Native Department, Ist July, 1926. Right Hon. the Native Minister, Wellington. Herewith is submitted a report upon the activities of the Department for the year ending 31st March, 1926. R. N. Jones, Under-Secretary. Native Land and Native Appellate Courts. Tables are attached which indicate the number of sittings of the Courts, the business transacted, and the total number of orders made. The fees collected totalled £6,791 ss. 5d., as against £6,562 16s. 9d. for the previous year. Maori Land Boards. Land Purchase Board. The area of Native land purchased by the Crown during the year was 34,217 acres. The area proclaimed as Crown land was 9,171 acres. The total area of Native land purchased by the Board since the Ist April, 1910, is 1,392,027 acres, and the aggregate purchase-money expended £3,330,342 os. lOd. General. The estimated area of Native land held by Maoris in the North Island Acres, on the 31st March, 1925, was .. .. .. .. .. .. 4,256,993 This has been reduced by— Acres. Sales to Crown .. .. .. .. .. ..34,217 Sales to private individuals .. .. .. .. .. 23,863 58,080 Leaving the balance still held by Maoris estimated at 4,198,913 The various Boards functioning under the segis of this Department-—the Maori Ethnological Research Board, the Maori Purposes Fund Control Board, and the Arawa District Lakes Trust Board —-are all doing good work in their respective spheres, and are gradually educating the Maoris into a clearer knowledge of the management of their own affairs; The work of consolidation of Crown and Native interests, especially in the East Coast District, has been making good progress, and several portions of schemes have been submitted to and approved by yourself as Native Minister. In a number of cases the owners found upon consolidation have incorporated themselves in order to systematically farm their lands, and have arranged, with the consent of the Governor-General in Council, for the advance of large sums of money for the purpose of either sheep or dairy farming. These Maoris are very enthusiastic in the desire to utilize their own lands, and it is hoped that the example thus set will not be without good results in other directions. The East Coast Maoris were given encouragement in their aspirations by the timely visit and advice of His Excellency the Governor-General and yourself in February last, and already the Natives in the Bay of Plenty and other districts are making a movement towards the consolidation of the titles and the better use of their tribal lands. The census taken during the year revealed the inspiring information that the decline in numbers of the population of the Maori race had ceased, and that the numbers had increased. While this increase will bring with it problems of its own, it is satisfactory to know that such a noble race is not dying out as was feared. The number of Maoris declared to be Europeans still remains at sixty-two, there having been no addition during the year. Three more persons qualified for a license as Native Interpreter. R. N.
