JOINT COMMITTEE ON BILLS (REPORT OF), TOGETHER WITH THE PROCEEDINGS, ON THE WELLINGTON HARBOUR BOARD RECLAMATION AND EMPOWERING BILL.

Brought up 14th July, 1908, and ordered to be printed. ORDERS OF REFERENCE. Extract from the Journals_ of the Legislative Council. Thuksday, the 9th Day of July, 1908. Ordered, "That a Joint Committee on Bills be appointed in accordance with Standing Order No. 335: the Committee to oonsist of the Hon. Mr. Carncrosa, the Hon. Dr. Findlay, the Hon. Mr. Kelly, the Hon. Mr. Luke, and the mover."—(Hon Mr. Reeves.) Extract from the Journals of the House of Representatives. Thubsday, the 9th Day of July, 1908. Ordered, "That a Committee be appointed to inquire into the character of every Bill that may be referred to it during its progress, by the Speaker of either House, and to report its opinion to both Houses, as to whether it is a public, local, or private Bill: the Committee to consist of Mr. Aicken, Mr. Graham, Mr. Izard, Mr. Wilford, and the mover.—(Mr. R. McKenzie.) EEPOET. The Joint Committee on Bills, to which was referred the Wellington Harbour Board Eeclamation and Empowering Bill, has the honour to report that in the opinion of the Committee the Bill is partly a private Bill and partly a local Bill. The Committee therefore recommends that the Bill should be divided and dealt with accordingly. R. McKenzie, Chairman. Tuesday, 14th July, 1908. MINUTES OF PROCEEDINGS. The Committee met, in accordance with notice, on Tuesday, the 14th July, at 11 a.m. Present. —Legislative Council: Hon. Dr. Findlay and Hon. Mr. Kelly. House of Representatives : Mr. R. McKenzie, Mr. Aitken, Mr. Graham, Mr. Izard, and Mr. Wilford. The Orders of Reference were read by the Clerk. On motion of the Hon. Dr. Findlay, Resolved, That Mr. R. McKenzie be appointed Chairman of the Committee. Mr. McKenzie accordingly took the chair. A letter was read from the Speaker of the House of Representatives referring the Wellington Harbour Board Reclamation and Empowering Bill to the Committee. A letter was read from the Hon. Mr. Luke apologizing for his inability to be present. The Committee proceeded to consider the Bill. Resolved, on motion of Mr. Graham, to report as follows : " The Joint Committee on Bills, to which was referred the Wellington Harbour Board Reclamation and Empowering Bill, has the honour to report that in the opinion o£ the Committee the Bill is partly a private Bill and partly a local Bill. The Committee therefore recommends that the Bill should be divided and dealt with accordingly." On motion of Mr. Izard, the Committee then adjourned.
