PROPOSALS BY LIEUT-COLONEL F. J. FOX, R.A. (PRECIS OF), AS TO RETIREMENTS AND TRANSFERS OF OFFICERS, AND RECOMMENDATIONS AS TO FORMATION OF FOUR CENTRAL DISTRICTS.

Officers fob whom there is No Further Work under my Proposals. Lieutenant-Colonel Baillie (The Hon.), Marlborough. Lieutenant-Colonel Bonar, Westland. Lieutenant-Colonel Sumpter, Oamaru. Lieutenant-Colonel Bailey, South Canterbury. Major Wood, Bast Coast District. Major Hannah, Southland. Staff-Sergeant-Instructor Benning should go from Westland to Nelson. Staff-Sergeant McPherson, at Oamaru, should be retired. Staff-Sergeant Jones, at Timaru, should be retired. Staff-Sergeant Hnddlestone, at Napier, should be retired. Staff-Sergeant Blackmore, at Invercargill, should be retained temporarily. Staff-Sergeant Castles, at Dunedin, should be retained temporarily. Staff-Sergeant Purves, at Christchurch, should be retained temporarily. Staff-Sergeant McMillan, at Wanganni, should be retained temporarily. Staff-Sergeant Scully, at Auckland, should be retained temporarily. Staff-Sergeant Finn, at Wellington, should be retained permanently. Staff-Sergeant Barrett, at Christchurch, should be retained permanently. Staff-Sergeant Towler, at Dunedin, should be retained permanently. Sergeant-Major Howard, at Blenheim, should be retired. Mr. Baillie (clerk), at Blenheim, should be retired.
Four central districts should be formed :— 1. At Wellington, with Lieutenant-Colonel Newall in command, assisted by an Adjutant (Captain Coleman), who is also Instructor of Cavalry and Mounted Eifles, and three Staff-Sergeant-Instructors (Sergeant-Major Finn, and two Instructors brought out from the Imperial Service). 2. At Auckland, with Lieutenant-Colonel Goring in command, assisted by an Adjutant (Lieutenant Grant) and a Staff-Sergeant-Instructor (brought out from the Imperial Service). 3. At Christchurch, Lieutenant-Colonel Gordon in command, with two Sergeant-Instructors (Sergeant-Major Barrett and one Instructor from the Imperial Service). 4. At Dunedin, Lieutenant-Colonel Webb in command, with three Sergeant-Instructors (Ser-geant-Major Towler and two Instructors from the Imperial Service).
Note. —The Officer Commanding the Permanent Artillery at Lyttelton and Dunedin should act as Staff Officer to the Commanding Officer in those districts respectively. On the arrival of the Staff-Sergeant-Instructors from the Imperial Service, Sergeant-Instructors Blackmore, Purves, Castles, McMillan, and Scully should be retired. 26th April, 1893. Francis J.
