1893. NEW ZEALAND.

EDUCATION: THE COSTLEY TRAINING INSTITUTION (REPORT OF). [In continuation of E.-3A, 1892.]

Presented to both Houses of the General Assembly by Command of His Excellency.

1. —Eeport of the Teustees. The annual meeting of the friends of the Costley Training Institution was held at the Institution Building, Eichmond Eoad, Auckland, on the 19th January, 1893, when the annual report of the trustees was read, as follows :— At the last annual meeting, the trustees, in placing before you a record for the year then closed, were constrained to refer to the insubordination which had manifested itself amongst many of the bigger lads. As then promised, they caused a careful investigation to be made, the results of which have been most satisfactory. The rules provide that all boys remain in school until they have passed the Fourth Standard, and then, as opportunities are afforded, they are placed in situations. Of their earnings, a proportion is credited to the institution's funds towards recouping their maintenance, the balance being placed to their credit in the savings-bank. It was found that the whole trouble had been caused by a few disaffected lads, who wished to be credited with all they earned, and who, dissatisfied with the regulations under which their evenings have to be spent at home, wanted to be allowed out at night. The disaffection proved contagious. Of these lads, three, earning sufficient wages to maintain themselves, were dismissed, and since then we have had no recurrence of the unpleasantness. Everything is working smoothly and satisfactorily. The health of the inmates has been good. No serious case of illness has occurred. We have again to thank Dr. Knight for his gratuitous assistance as honorary surgeon. There are now enrolled ten girls and twenty-six boys, all of whom, except the smaller ones at school, are engaged in handicrafts of different kinds. The monthly reports submitted by each employer have been of an uniformly satisfactory character. Five evenings a week are devoted to practical instruction in the blacksmith's and carpenter's shops. Our thanks are due to Mr. Eamsay, the manager, and his wife, for their efficient care and assiduous care and attention in the domestic management of the institution during the past year. All the lads attend church each Sunday morning, and Sunday school on each afternoon. Sunday evenings are devoted to psalmody. Family worship is conducted every evening. Mr. Shalders has on several occasions attended and given addresses. The annual balance-sheet will be submitted to you, showing the financial position to be a sound and healthy one. It will be observed that the item " Earnings "is less than that of last year. The explanation is that all the lads who have during the last twelve months left the institution were in receipt of substantial wages, whilst those who have taken their places are in receipt of either merely nominal or no wages.
