LEGISLATIVE COUNCIL APPOINTMENTS (MESSAGE FROM HIS EXCELLENCY THE GOVERNOR TO THE HOUSE OF REPRESENTATIVES AND CABLEGRAMS RELATING THERETO).

Message No. 10. Glasgow, Governor. The Governor transmits to the House of Eepresentatives copy of a cablegram he has received from the Eight Hon. the Secretary of State for the Colonies, relative to the proposed appointments to the Legislative Council. Government House, Wellington, 28th September, 1892.

Copy of Cypher Telegram (decyphered). (Eeceived 26/9/92.) I have carefully considered your despatch, and appreciate the difficulties of your position ; but I have no hesitation in advising acceptance of your Eesponsible Advisers' advice. It does not appear to be a case of swamping the Council. Division-lists should be considered rather than politics of the Premiers originally nominating members. I will state fully reasons by despatch ; but you should at once re-open matter with Ministers, and waive your objections to their proposal. Agent-General is anxious for information, which I cannot withhold after to-morrow; but I am anxious to give you opportunity of making your own announcement to the Ministers. To the Governor, Wellington, N.Z.

Colonial Office considers Onslow's refusal rendered position difficult, and desire convey hope incident will terminate with mutual good feeling. Wellington, 27th September, 1892. London.
