BY-LAWS FOR THE MANAGEMENT OF THE NEW ZEALAND GOVERNMENT RAILWAYS.

Presented to Parliament in pursuance of Section 145 of "The Public Works Act, 1882."

THE NEW ZEALAND EAILWAY COMMISSIONERS. By-law No. 3. By-laws for New Zealand Railways. The New Zealand Bailway Commissioners, in exercise and pursuance of the powers conferred by "The Government Bailways Act, 1887," do hereby make the following by-laws (in addition to by-laws published in the New Zealand Gazette No. 89, of 26th October, 1882), that is to say,— 1. No person having paid the fare for a ticket • entitling him to travel by an excursion train or any other specified train shall be entitled to travel by any train other than that in respect of which such fare was paid, without previously taking out the proper ticket and paying the proper fare therefor respectively. 2. No person holding a ticket issued for travelling for certain specific purposes shall use the ticket for travelling for any other purpose. Any such ticket found to be wrongly used will be forfeited and its further use stopped. 3. No person having used a ticket for any part of the route for which it is issued may afterwards use it for travelling on any preceding part of such route, 4. Any person committing a breach of either of the foregoing by-laws shall be liable on conviction to a penalty not exceeding £10. THE NEW ZEALAND EAILWAY COMMISSIONERS. By-law No. 4. By-laws for New Zealand Railways. Auckland Section, Onbhunga Beanch. The New Zealand Eailway Commissioners, in exercise and pursuance of the powers conferred by "The Government Bail ways Act, 1887," do hereby make the following by-laws for the management of the Onehunga Branch Bailway, being one of the railways open for traffic in the Colony of New Zealand, in substitution of by-law dated the 12th October, 1888 : — 1. No horse or vehicle of any kind will be allowed on the Bailway Wharf at Onehunga. 2. Carts must receive goods from, or deliver them at, the wharf-shed. 3. Any person committing a breach of the foregoing by-laws shall be liable, on conviction, to a penalty not exceeding £10. THE NEW ZEALAND EAILWAY COMMISSIONERS. By-law No. 5. By-laws and Begulations under which the Gore Bailway-bridge may be used for Ordinary Traffic * (in substitution of Begulations previously issued). The New Zealand Railway Commissioners, in exercise and pursuance of the powers conferred by "The Public Works Act, 1882," and "The Government Railways Act, 1887," do hereby make the following by-laws for regulating the traffic on and over the Gore Bridge, which said bridge forms part of the Hurunui and Bluff Railway, and is used both for ordinary and railway traffic; and, in further pursuance and exercise of the said powers, do revoke all by-laws and regulations in force at the date hereof authorising or regulating traffic on and over the said bridge. Schedule. 1. Hoeses not driven in harness or led by bridle or halter, and cattle, sheep, pigs, goats, mules, and donkeys, must have a man behind them ; and cattle, sheep, and horses in mobs must also have a man before them. 2. Passengers will not be allowed to enter upon the bridge within ten minutes, horses or lightwheeled vehicles and drays within twenty minutes, and cattle and sheep or pigs within thirty minutes, of the advertised time of arrival and departure of any train from the Gore Railway-station. 3. Horsemen or wheeled vehicles shall not travel across the bridge faster than at a walkingpace. 4. No traction-engine, portable engine, combine, elevator, reaper-and-binder (except reapers-and-binders on their own wheels), or such travelling or portable machine which exceeds lift, in width (all of which are hereinafter included in the term " machine "), shall be taken over the bridge except under the following conditions: — (a.) The owner or person in charge thereof shall obtain from the Stationmaster at Gore a permit authorising the passage of the machine over the bridge, accompanied by the bridge-keeper. (b.) Before such permit is issued, the person applying for the same shall state correctly the description, weight, number of wheels, breadth of tires, and width of the machine, together with the name and address of the owner thereof, which particulars shall be entered in the permit. (c.) The permit is to be given to the bridge-keeper, and the machine shall not be allowed to enter upon the bridge if the description in the permit does not agree with the machine, nor unless accompanied by the bridge-keeper. (d.) Every precaution shall be taken against fire or other damage to the bridge or railway, as required by the bridge-keeper; and speed shall be at a uniform rate not exceeding two miles per hour. (c.) Traction-engines shall only be taken over the bridge during daylight. Other machines may be taken over at any time, subject to these regulations. (/.) The owner of any machine shall be liable to the Railway Commissioners for any damage done to the bridge or railway during its transit. 5. No greater load than li tons gross per wheel with tires less than sin. broad shall be taken over the bridge; and no load over 2 tons per wheel shall pass over except under the regulations for machines; and loads greater than 3 tons per wheel are entirely prohibited from crossing over the bridge. 6. The restriction provided in clause 2 of these by-laws for advertised trains shall be in force with respect to special trains. 7. No person shall be allowed to go upon or cross the bridge while in a state of intoxication. 8. Any person or persons entering upon the bridge within the prohibited hours, or resisting the bridge-keeper in the execution of his duties, or offending against any of these regulations, or giving untrue information concerning particulars required for entering in any permit according to the3e regulations, shall for every such offence be liable to a penalty not exceeding £10. 9. So far as applicable, the general by-laws and regulations for the time being respectively in force and affecting the traffic on the New Zealand railways shall extend and apply to the Gore Railway-bridge. The New Zealand Railway Commissioners, in exercise and pursuance of the powers conferred by " The Public Works Act, 1882," and " The Government Railways Act, 1887," do hereby make the following by-laws for regulating the traffic on and over the Waitaki Bridge, which said bridge forms part of the Hurunui and Bluff Railway, and is used both for ordinary and railway traffic; and, in further pursuance and exercise of the said powers, do revoke all by-laws and regulations in force at the date hereof authorising or regulating traffic on and over the said bridge.

(c.) The permit is to be given to the bridge-keeper, and the machine shall not be allowed to enter upon the bridge if the description in the permit does not agree with the machine, nor unless accompanied by the bridge-keeper. The New Zealand Railway Commissioners, in exercise and pursuance of the powers conferred by "The Public Works Act, 1882," and "The Government Eailways Act, 1887," do hereby make the following by-laws for regulating the traffic on and over the Eakaia Bridge, which said bridge forms part of the Hurunui and Bluff Eailway, and is used both for ordinary and railway traffic ; and, in further pursuance and exercise of the said powers, do revoke all by-laws and regulations in force at the date hereof authorising or regulating traffic on and over the said bridge.

The New Zealand Eailway Commissioners, in exercise and pursuance of the powers conferred by "The Public Works Act, 1882," and "The Government Eailways Act, 1887," do hereby make the following by-laws for regulating the traffic on and over the Upper Waitaki Eailway-bridge, which said bridge forms part of the railway between Kurow and Hakateramea, and is used both for ordinary and railway traffic.

Schedule. 1. Houses not driven in harness or led by bridle or halter, and cattle, sheep, pigs, goats, mules, and donkeys, must have a man behind them; and cattle, sheep, and horses in mobs must also have a man before them. 2. The New Zealand Eailway Commissioners, in exercise and pursuance of the powers conferred by " The Government Eailways Act, 1887," do hereby repeal the by-laws for the management of the Onehunga Branch Eailway (being one of the railways open for traffic in the Colony of New Zealand) dated the 11th February, 1890, and published in the Now Zealand Gazette, 13th February, 1890. The common seal of the New Zealand Eailway Commissioners was hereunto affixed, this" twelfth day of March, one thousand eight hundred and (r,.5.) ninety, in the presence of James McKebbow, Chief Commissioner. 2—D. 6.

THE NEW ZEALAND RAILWAY COMMISSIONERS. By-law No. 11. Additional By-law for New Zealand Railways. The New Zealand Eailway Commissioners, in exercise and pursuance of the powers conferred by " The "Government Eailways Act, 1887," do hereby make the following by-law (in addition to by-laws published in the New Zealand Gazette No. 89, of 26th October, 1882), that is to say:— By-law. No person delivering or receiving goods or passengers to or from any part of a railway, or any siding connected therewith, or to or from any engine, vehicle, or machine working upon such railway or siding, shall obstruct or place any impediment in the way of shunting, moving, or working any engines, vehicles, or machines upon such railway or siding. The owner or agent or other person having charge of each shoot, gangway, crane, or other appliance used for or in connection with such receipt or delivery of goods or passengers shall place a person in control of the same, whose duty it shall be to prevent such gangway, shoot, crane, or other appliance from obstructing or impeding the shunting, moving, or working aforesaid. Every person offending against or committing a breach of the provisions of the foregoing by-law shall, upon conviction, forfeit and pay a penalty not exceeding £10.
